Improved Measurement Cost Scaling in the Nonorthogonal Quantum Eigensolver

A finite-shot perturbation bound is proved showing that, after overlap thresholding, the eigenvalue sensitivity is controlled by the condition number of the retained overlap matrix rather than by a worst-case dimension factor.
