Benchmarking Lightweight Machine Learning for Disaster Prediction: Accuracy, Latency, and Readiness

The results demonstrate that tree-based models significantly outperform GRU in both accuracy and speed, and support the development of Intelligent Decision Support Systems for disaster mitigation.
