Abstract
Author: Yoko Hasebe (Iwakuni, Yamaguchi, Japan) Date: September 2026 Classification: Open Architecture Specification & Technical White Paper Abstract: Modern cyber-physical infrastructure—encompassing power grids, telecommunications, and distributed energy resources (DERs)—is increasingly interfacing with frontier AI inference engines. However, this convergence faces three existential bottlenecks: (1) the empirical brittleness of internal behavioral alignment (e.g., deceptive alignment, abliteration of safety vectors); (2) the thermodynamic self-contradiction and high overhead of cryogenic quantum computing hardware at the edge; and (3) commercial race dynamics (the prisoner's dilemma) that degrade safety verifications. This paper establishes the theoretical foundation and engineering architecture of Super RTO (Super Real-Time Optimization), a four-layer framework designed by Yoko Hasebe. Super RTO reconciles cognitive AI inference with physical reality through: 1. Physical & Device Layer: Room-temperature dissipative quantum mechanics (ENAQT, Fröhlich condensation, Dicke quantum batteries) coupled with sub-100ns deterministic analog hardware kill-switches. 2. Mathematical & Optimization Layer: Continuous Sobolev spaces (H^s) via weak formulations to eliminate discrete fencepost errors and combinatorial explosion, alongside Quantum Kuramoto oscillator models for autonomous decentralized phase synchronization. 3. Security & Verification Layer: Immediate post-quantum cryptography transition under Mosca's Theorem, featuring a dual-signature architecture for NIST FIPS 204 (ML-DSA) and zkVM/zkML mathematical proofs of specification compliance. 4. Governance & Legal Layer: Alignment with Delaware Supreme Court jurisprudence (Caremark standard and Marchand v. Barnhill) mandating board-level mission-critical oversight, rejecting "black box" algorithmic exculpation, and establishing Risk-Weighted Capital Reserves. By eliminating profit-driven computational speculation and anchoring compute in physical and legal certainty, Super RTO serves as a foundational blueprint for Global Public Infrastructure (GPI). This publication proposes a definition and a classification of agile software development approaches and analyses ten software development methods that can be characterized as being "agile" against the defined criterion.

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.

The results indicate that software engineering work practices are chosen opportunistically, adapted and configured to provide value under the constrains imposed by the startup context.

The perception of the impact of agile methods is predominantly positive, and several challenge areas were discovered, but based on this study, agile methods are here to stay.

For decades, a fundamental question about the difficulty of computing in high-dimensional spaces has resisted proof. New research resolves this question, removing a major theoretical obstacle to understanding the efficiency of randomized algorithms used across science and computing. The Kannan–Lovász–Simonovits (KLS) conjecture was proposed in 1995. It asks whether, for a broad class of high-dimensional […] The post Solving a 31-year-old grand challenge in mathematics – the KLS conjecture appear…
