The Impact of Strategic Infrastructure Management on Organizational Success: The Mediating Role of Project Management Efficiency in selected Cities of Saudi Arabia
Abstract
This study investigated the effect of strategic infrastructure management on organizational success in selected Saudi Arabian cities, considering project management efficiency as a mediating variable. Although Saudi Vision 2030 has encouraged major infrastructure investments, many organizations still experience delays, cost overruns, inefficient resource use, and performance challenges. A quantitative cross-sectional design was adopted, using data from 384 project managers working on infrastructure projects in Riyadh, Jeddah, and Dammam. The sample size was determined using Krejcie and Morgan’s formula. Data were collected through a structured questionnaire and analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM) using SmartPLS 4. The measurement model showed acceptable reliability and validity. Results indicated that strategic infrastructure management significantly improves organizational success. Project management efficiency had the strongest direct effect on organizational success, while risk management was the most influential strategic infrastructure dimension. Project management efficiency also significantly mediated the relationship between strategic infrastructure management and organizational success. The study supports the Resource-Based View and Stakeholder Theory and offers practical guidance for managers and policymakers. It recommends prioritizing project management efficiency, risk management, and technology integration. Future studies should use longitudinal designs and objective performance measures.
