Abstract

ABSTRACT: The adoption of the Integrated Financial Management Information System (IFMIS) represents a major reform in public financial management in Telangana. The system replaced the Bills Monitoring System (BMS), which primarily monitored bill movement through manual and semi-digital processes, with an integrated digital platform for budgeting, bill processing, treasury management, and payments. This study evaluates the effectiveness of IFMIS in improving efficiency, transparency, accountability, and paperless governance in the Telangana Government. A comparative descriptive research design was adopted using government documents, published literature, and policy analysis to examine the operational differences between BMS and IFMIS. The study finds that IFMIS significantly strengthens financial administration through real-time budget verification, digital bill submission, automated validation of payee details, online bill tracking, and improved financial reporting. The integration of multiple financial functions into a single platform has reduced administrative delays, minimized manual errors, and enhanced transparency for both administrators and citizens. While challenges such as system downtime, internet dependency, and user adaptation continue to exist, the overall findings indicate that IFMIS has substantially improved public financial management compared with the earlier BMS framework. The study concludes that IFMIS has become an important instrument for promoting digital governance, financial discipline, and accountable expenditure management in Telangana. Keywords: IFMIS, Bills Monitoring System, Public Financial Management, Telangana Government, Paperless Governance, Digital Transformation.
