Artificial Intelligence in Higher Education: Opportunities, Challenges, and Future Directions in the Kurdistan Region of Iraq—A Narrative Review

Abstract

Artificial intelligence (AI) is increasingly transforming higher education by enhancing teaching, learning, research, and administrative processes. This narrative review examines the opportunities, challenges, and status of AI integration in higher education, with particular emphasis on Iraq and the Kurdistan Region of Iraq. A narrative review of literature published between 2020 and 2026 was conducted using PubMed, Scopus, Web of Science, and Google Scholar. Relevant peer-reviewed articles, review papers, policy documents, and institutional reports were analyzed to identify major themes related to AI adoption in higher education. The findings indicate that AI has considerable potential to support personalized learning, improve academic productivity, enhance educational accessibility, strengthen learning analytics, and increase institutional efficiency. AI-powered technologies can assist educators in curriculum development, automate administrative tasks, support student engagement, and enhance research productivity through advanced data analysis and information management. However, significant challenges remain, including limitations in technological infrastructure, insufficient digital literacy and AI competencies, ethical and academic integrity concerns, privacy and data security issues, financial constraints, and the absence of comprehensive governance frameworks. Overall, AI offers substantial opportunities to enhance educational quality and research performance within higher education institutions. Continued investment in digital infrastructure, faculty development, AI literacy, ethical governance, and evidence-based policy development will be essential to maximize benefits while minimizing risks. The review highlights the need for context-specific strategies to support the effective, responsible, and sustainable integration of AI technologies within universities in the Kurdistan Region of Iraq and other developing countries.
