A BRIEF ANALYSIS OF DOMESTIC AND INTERNATIONAL EXPERIENCE IN THE DEVELOPMENT OF DIGITAL CULTURE WITHIN THE CONTINUING PROFESSIONAL EDUCATION SYSTEM

Abstract

The current processes of digital transformation in society necessitate a rethinking of approaches to organizing continuing professional education, particularly in the context of developing digital culture as an integral characteristic of a professional. The relevance of this study stems from the need to synthesize domestic and international experience in fostering digital culture amid dynamic changes in the labor market and the growing role of digital technologies in professional practice. The purpose of this article is to provide a brief analysis of contemporary approaches to the development of digital culture within the system of continuing professional education, based on an examination of international and Ukrainian experience. To achieve this objective, a set of theoretical research methods was employed, including analysis, synthesis, generalization, comparison, and systematization of scientific sources. The study found that international experience is characterized by a systematic approach to government policy on the digitization of education, the existence of a clearly defined framework for digital competencies, the development of digital infrastructure, and the integration of technology at all levels of professional training. It was determined that in European Union countries, significant attention is paid to the development of digital skills throughout one’s life, the use of innovative educational platforms, the development of open educational resources, and the promotion of digital literacy among educators. It has been established that Ukraine’s experience in developing a digital culture is in the active formation stage and is characterized by the gradual integration of digital technologies into the educational process, the development of distance and blended learning, and the adaptation of international standards. A distinctive feature of the Ukrainian context is the accelerated digitization of education under martial law, which contributes to the intensified implementation of digital tools and the increased role of self-directed learning. The practical value of this study lies in identifying promising directions for the development of digital culture within Ukraine’s system of continuing professional education, particularly in improving the training of teaching staff, developing the digital educational environment, and implementing innovative educational practices.
