Abstract
Vaccine cold chains preserve vaccine potency across storage, transport, and service-delivery points. In geographically dispersed health systems, cold-chain planning requires spatial, operational, and strategic evidence because storage failure, transport delay, and demand pressure can affect service continuity. This study proposes a decision-support framework for prioritizing vaccine cold-chain resilience strategies in Libya. The framework integrates city-level spatial screening of twenty principal urban centers, Monte Carlo disruption simulation, and a BWM-TOPSIS model informed by a four-expert assessment. The analysis separates calculated spatial indicators, structured screening scores, and expert elicitation inputs, and reports the simulation parameters, BWM comparison vectors, TOPSIS scoring procedure, consistency results, comparative ranking checks, and rank-reversal tests. Results place southern and southeastern cities at the upper end of the cold-chain vulnerability ranking and identify preventive maintenance and spare parts, digital temperature monitoring, and route planning with emergency redistribution protocols as the leading resilience package. The framework offers a transparent and updateable basis for cold-chain planning in Libya and comparable settings.
This paper develops a multi-criteria decision-making framework for prioritizing resilient vaccine distribution strategies in Libya and offers a transparent decision-support tool for health authorities and development partners seeking to strengthen vaccine supply-chain resilience in Libya and similar fragile or infrastr...
Digital transformation can improve supply chain sensing, but recovery depends on whether reliable information is converted into coordinated operational action. This study develops a simulation-based case study that integrates data-quality-adjusted indicator fusion, a six-dimensional resilience index, system dynamics, a...
Perishable food cold chains face significant challenges arising from product perishability, temperature-control requirements, high logistics costs, and environmental concerns. The geographical dispersion of customers and the time and temperature requirements of dairy products make it challenging to determine appropriat...

Climate change is increasing the probability that transportation corridors will be disrupted by flooding, landslides, extreme heat, wildfire, coastal hazards, and compound events. Yet the agencies responsible for roads, bridges, transit routes, and freight connections rarely possess sufficient capital to eliminate ever...
