Women's Alternative Media, Visibility Politics, and Inclusive Development in Indonesia

Abstract

This study examines how six women's alternative media outlets in Indonesia organize counterpublic communication under platform conditions and how their editorial practices broaden the agenda of inclusive development. Using a qualitative multiple-case design, the study draws on in-depth interviews, non-participant observation, and qualitative content analysis of 90 purposively selected Instagram posts, supported by NVivo-assisted thematic coding. The corpus shows that employment, violence against women, education, patriarchy, activism, public representation, environment and food, and health are connected to development through labor dignity, bodily safety, reproductive autonomy, ecological justice, pluralism, and political participation. The findings support the concept of platformed feminist counterpublics: not a replacement for feminist counterpublic theory, but a specification of how counterpublic work is reorganized by algorithmic ranking, metrics, moderation, cross-platform distribution, and dependence on commercial infrastructures. The evidence demonstrates organizational practices, representational strategies, and opportunities for participation; it does not establish audience-level transformation. Visibility is therefore ambivalent, enabling circulation and solidarity while increasing exposure to harassment, algorithmic uncertainty, and platform dependency.
