Conceptual Approaches to Public Governance of Local Community Development in the Process of Green Transition

Abstract

The article explores the integration of collaborative governance frameworks with environmental sustainability objectives as a strategic imperative for local community development in Ukraine amid post-conflict reconstruction and European integration pressures. The theoretical and methodological foundations for merging participatory decision-making models, network-based institutional arrangements, and performance-oriented management principles within the specific context of Ukrainian territorial communities are systematically examined. The author's conceptualization of «adaptive green governance» is substantiated, a framework that synthesizes multi-stakeholder coordination mechanisms, long-term ecological planning horizons, and fiscal accountability tailored to the administrative capacities of amalgamated territorial communities. Key differentiations between conventional administrative planning and environmentally embedded governance models in the municipal sector are identified. A functional-structural scheme for operationalizing green governance principles across communities of varying sizes, resource endowments, and war-affected statuses is proposed. International comparative evidence from Estonia's digital environmental management, Poland's inter-municipal cooperation structures, and Georgia's community-led sustainable tourism initiatives is examined, alongside adaptation pathways for Ukraine's institutional realities. The influence of digital transformation, climate volatility, and wartime disruptions on reshaping municipal environmental strategy portfolios is analyzed. Considerable attention is devoted to embedding ecological constraints – emissions accounting, ecosystem service preservation, soil regeneration, and closed-loop material flows – into local foresight methodologies. It is argued that the European Green Deal and associated regulatory instruments function not merely as compliance barriers but as fundamental catalysts for marketing-oriented ecological modernization at the community level. Systematic omission of these ecological parameters from strategic planning scenarios generates persistent overestimation of Ukrainian communities' fiscal and operational readiness for EU alignment. The correlation between an administrative unit's stakeholder engagement maturity and the predictive accuracy of its environmental planning is empirically grounded. A diagnostic toolkit for evaluating a territorial community's preparedness to adopt integrated green governance, based on institutional, financial, social, and informational indicators, is developed. Prospective trajectories for advancing participatory environmental governance in Ukraine's agricultural and peri-urban communities under conditions of wartime disruption and accelerated European accession are delineated.
