Abstract
Objective: To analyze the institutional configuration, governance, and sustainability of territorial productive articulation initiatives in five Mexican states: Chihuahua, Jalisco, Nuevo León, Querétaro, and Tamaulipas. Methodology: A qualitative and comparative approach was adopted, based on documentary analysis and semi-structured interviews with 18 informants from the public and business sectors in the regions studied. Results: Findings reveal a gradient ranging between experiences with consolidated institutional structures to others characterized by fragmented schemes dependent on private leadership or indirect sectoral programs. Value: The study provides comparative evidence on these initiatives, as well as and offers criteria for designing subnational industrial policies aimed at strengthening regional production capabilities. Limitations: The limited number of cases and the methodological approach restrict generalization. Conclusions: Normative frameworks, multi-actor coordination, and stable funding are essential for generating collective goods and sustaining these strategies over time.
