IEC 61850-BASED DIGITAL SUBSTATION PROTECTION: INTEROPERABILITY, TESTING, AND LIFECYCLE MANAGEMENT FOR UTILITIES
Abstract
Digital substations based on IEC 61850 are transforming utility protection, automation, and control by replacing large quantities of copper wiring with standardised communication, process-bus measurements, station-bus messaging, engineering files, and intelligent electronic devices. This paper examines IEC 61850-based digital substation protection with emphasis on interoperability, testing, and lifecycle management for transmission and distribution utilities. The study reviews the technical structure of IEC 61850, including logical nodes, Substation Configuration Language, GOOSE, MMS, sampled values, process bus, station bus, time synchronisation, redundancy, and cybersecurity interfaces. It analyses the practical challenges faced by utilities when integrating multi-vendor IEDs, merging units, protection relays, bay controllers, gateways, network switches, and engineering tools. The paper proposes a structured methodology for specification, factory acceptance testing, site acceptance testing, commissioning, operation, maintenance, change control, cybersecurity monitoring, and renewal. Tables and visual models are included to connect technical standards with utility implementation decisions. The study concludes that IEC 61850 can improve protection performance, engineering consistency, maintainability, and asset data visibility, but only when interoperability governance, model validation, network testing, staff competence, and lifecycle documentation are treated as core protection functions rather than secondary communication tasks.
