The Role of Irrigation over Rainfed Farming Systems in Improving Rice Productivity in Tanzania: Policy Insights From the National Sample Census of Agriculture

Abstract

Rice is central to Tanzania's food security and economic development; however, persistent yield gaps, exacerbated by climate variability, threaten to undermine production targets. This study examines the role of irrigation in boosting rice productivity compared to traditional rainfed systems using nationally representative data from the 2019/2020 National Sample Census of Agriculture. A stochastic simulation approach assessed yields by water source across major agroecological zones (AEZs) under two productivity thresholds: (i) the national benchmark (≤ 1.5 and ≥ 3.0 t/ha) and (ii) the global high‐yield benchmark (≤ 2.0 and ≥ 4.5 t/ha). The results show that irrigation significantly improves yields and reduces downside risk. Nationally, irrigated farms were far more likely to exceed both benchmarks; for the ≥ 4.5 t/ha threshold, they had an over fivefold advantage compared to rainfed systems. Gains were evident across most AEZs, except the Western AEZ, which faces climatic and water constraints. These findings underscore irrigation's role in narrowing yield gaps, strengthening resilience and driving inclusive agricultural transformation. The evidence supports prioritizing irrigation expansion alongside inclusive water governance and complementary innovations such as improved seeds and extension services, contributing to SDGs 1, 2, 8 and 13. Targeted investment in underserved AEZs should be central to Tanzania's agricultural policy agenda.

Modeling the role of fertilizers and improved seeds on rice productivity in Tanzania using a stochastic simulation approach

Climate change poses a significant threat to food production in Tanzania, particularly for smallholder farmers who rely on rain-fed agriculture. This study examines the role of improved seeds and fertilizers as climate adaptation strategies to boost rice productivity and food security. Using data from the 2019/20 Natio...

Improved maize seeds and farm profitability in Tanzania: Evidence from the National Sample Census of Agriculture 2019/20

Background: Maize plays a critical role in ensuring food security and supporting rural livelihoods in Tanzania. However, smallholder maize farmers continue to face persistent profitability challenges driven by low productivity, high input costs, and market inefficiencies. Although the government has prioritized pr...

Organic and inorganic fertilizer use and sorghum productivity in Tanzania’s rainfed farming systems using national sample census of agriculture data

Sorghum (Sorghum bicolor L. Moench) is a drought-tolerant cereal that plays a vital role in food security and rural livelihoods in Tanzania’s rainfed farming systems. However, national productivity remains low (≈ 1.0 t/ha), largely due to poor soil fertility and limited adoption of fertilizer technologies. This study e...

Improving Water Productivity and Reducing Water and Energy Consumption in Rice Production Through Natural Farming-Based Management Practices in Southern India

Natural farming (NF) has emerged as a promising agro-ecological tactic to enhance resource use and reduce dependence on synthetic agricultural inputs. However, comprehensive field-based evidence across diverse agro-climatic regions remains limited. This study assessed the effects of NF on water use, water and crop prod...

Transforming the rice–wheat system in India for climate resilience, resource-use efficiency, and food security

The rice–wheat cropping system (RWCS) of the Indo-Gangetic Plains is fundamental to India’s food and nutritional security, accounting for a substantial share of national rice and wheat production while sustaining the livelihoods of millions of smallholder farmers. However, decades of intensive cultivation have led to g...
