Abstract

The article examines the formation of the socio-economic framework of innovation-oriented development territories in the Russian context. It is shown that the innovative territory does not occur due to the development of infrastructure facilities. Its stability develops in the presence of links between the scientific and educational environment, human resources, social infrastructure, interregional cooperation and management institutions. Special attention is paid to industry and cluster contours, including industrial clusters and high-tech industries related to the military-industrial complex. Based on regulatory documents, innovation statistics, and spatial economics research, the author's model of framework development is proposed. The model includes a system of coefficients reflecting industrial and innovative consolidation, cooperative density, scientific and personnel coupling, infrastructural accessibility and institutional consistency of projects. A rule has been developed for selecting projects that strengthen the framework of the territory. It is proved that the social infrastructure in innovation-oriented territories should be considered as an internal element of the innovation process, since it is through it that engineering personnel are consolidated and long-term reproduction of competencies is supported. It is concluded that there is a need to move from the object logic of support to the framework logic of development.
