Abstract
To address governance bottlenecks such as data silos and fragmented monitoring in the implementation of the "Ten Networks" strategy in Xinjiang's Kezhou Prefecture, and to facilitate digital transformation in border regions, this paper conducts research on multi-network data integration, geographic information mapping, and the development of a dynamic monitoring platform. Tailored to the regional characteristics of Kezhou, a five-tier architecture is designed, a data integration standard system is established, plateau-adaptive algorithms are developed, and a monitoring platform based on "federated learning + edge computing" is created. This platform effectively enhances the intelligence of ecological monitoring and cross-border logistics, providing replicable and scalable technical solutions and practical support for digital governance in border areas.
This publication proposes a definition and a classification of agile software development approaches and analyses ten software development methods that can be characterized as being "agile" against the defined criterion.

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.
