Abstract

The paper examines typical problems in the creation and implementation of grant projects within the youth policy of a university and ways to solve them through work systematisation and management automation. Based on an analysis of academic literature and the practice of the grant unit of a technical university, four groups of difficulties are identified: a low level of process regulation and data fragmentation, insufficient quality of applications, weak and subjective internal expert review, and a high reporting burden at the implementation stage. A model for organising the grant unit is proposed, combining a knowledge base, internal application-preparation standards, a system of internal cross-review based on the public evaluation criteria of the competitions, and a three-level participation model (individuals, the university as a legal entity, partner non-profit organisations). The expediency of moving from file storage to Agile/Kanban-class software with end-to-end task tracking is substantiated. It is shown that systematisation and the introduction of reproducible tools consistently raise performance: first in the mass segment of individual applications, and then, as managerial maturity grows, they open access to larger competitions for legal entities. The proposed model is reproducible and applicable to youth policy units of higher education institutions.
