The «Digital Maturity» Gap as a Constraint on the Sectoral and Regional Development of Russia's Economy
Abstract
The accelerated saturation of the Russian economy with digital solutions is not accompanied by a proportional increase in productivity, which suggests that the constraining factors are organisational and institutional rather than technological in nature. This article interprets the digital maturity deficit as a persistent mismatch between the accumulated digital capital of economic entities and their capacity to derive economic value from it. The multi-level structure of this deficit is examined, three gaps are identified — infrastructural-platform, competence-based and institutional — and the hypothesis of a forced "maturity regression" after 2022, caused by the endogenous shock of technological sovereignty, is substantiated. A typology of manifestations of the digital maturity deficit at the micro, meso and macro levels is proposed, and directions for overcoming it are formulated, focused on the complementarity of factors and the institutional adaptability of sectoral and regional management systems.
