PPP INSTRUMENTS TO IMPROVE THE COMPETITIVENESS OF PHARMACEUTICAL PRODUCERS IN ST. PETERSBURG
Abstract
The article substantiates the effectiveness of the public-private partnership model as an institutional mechanism for increasing the competitiveness of a pharmaceutical enterprise in the context of sanctions restrictions and the need for import substitution. Based on the systematization of theoretical approaches to competitiveness and the analysis of existing PPP mechanisms, a multifactor assessment model has been developed, highlighting seven key factors, including technological level, innovation activity, and the degree of integration with government programs. A comprehensive analysis of the activities of NTTFF POLISAN LLC was conducted based on the company's financial statements for 2023-2025, and the main constraints were identified: insufficient integration with government programs (a gap of 1.6 points), a low share of borrowed capital with a high level of financial autonomy (an autonomy coefficient of 0.85), and a slowdown in inventory turnover to 68.5 days. Priority PPP instruments have been developed: a special investment contract for the creation of a full-cycle pharmaceutical substance production facility with a volume of 3.0 billion rubles, participation in the St. Petersburg regional pharmaceutical cluster, and the use of lifecycle contracts and offset contracts for long- term government orders. Scenario modeling for the period 2026-2030 showed that the implementation of the proposed measures will increase revenue by 24.2%, net profit by 31.3%, and the budget effect, calculated as the ratio of additional tax revenues to the amount of government preferences, will reach 2.38, which confirms the mutual benefit for the enterprise and the government. It has been proven that the PPP model allows an enterprise to accelerate the modernization of production facilities, reduce operational and currency risks by localizing the production of substances, increase export potential, and gain a stable competitive position in the domestic and foreign markets.
