REGIONAL FEATURES OF PPP TOOLS TO INCREASE THE COMPETITIVENESS OF INDUSTRIAL ENTERPRISES
Abstract
The article develops an organizational and economic mechanism for regional adjustment of public-private partnership instruments aimed at improving the competitiveness of industrial enterprises. The relevance of the study is determined by the dependence of technology-intensive and infrastructure-sensitive industries not only on firms’ own investment capacity, but also on the quality of regional infrastructure, engineering utilities, human resources, logistics, digital services and the institutional readiness of public authorities to support long-term projects. A reproducible method is proposed, combining three analytical blocks: assessment of regional PPP maturity, identification of sector-specific infrastructure bottlenecks and calculation of the expected competitiveness effect. The research materials include Russian legal acts, the regional PPP development ranking, Rosstat industrial production data, analytical materials of VEB.RF, Rosinfra, OECD, the World Bank and UNIDO, as well as Russian and international scholarly publications. The practical testing is carried out for regional profiles with different industrial specializations: pharmaceuticals, processing industries, defense industry, critical information technologies, machine-tool building, aircraft building, shipbuilding and railway engineering. The study calculates an integral PPP-industrial readiness index, develops a matrix linking industrial bottlenecks with partnership instruments, and identifies risks and expected effects. The article concludes that PPP makes the greatest contribution to industrial competitiveness when a region uses partnership not as a single financing scheme, but as a package mechanism for removing infrastructure constraints aligned with industrial specialization, market access and the project life cycle.
