Governance, business ethics and the contribution of public–private partnerships to sustainable development in Lagos Island Local Government Area, Lagos State

Abstract

Public–private partnerships (PPPs) are increasingly recognised as strategic instruments for addressing infrastructure deficits, promoting economic growth, and advancing sustainable development in Nigeria. This study examines the role of PPPs in achieving Sustainable Development Goal 8 (SDG 8), focusing on decent work and economic growth, and Sustainable Development Goal 9 (SDG 9), focusing on industry, innovation and infrastructure, using Lagos Island Local Government Area of Lagos State, Nigeria, as a case study. The study specifically investigates how governance and business ethics influence the effectiveness of PPPs and their contribution to sustainable socioeconomic development. A survey research design will be adopted, with primary data collected through structured questionnaires administered to selected local government officials, private-sector stakeholders, community representatives, and other relevant stakeholders within Lagos Island. The collected data will be analysed using descriptive and inferential statistical techniques to establish the relationships between governance, business ethics, and PPP contributions to SDGs 8 and 9. The study is expected to provide empirical evidence on the extent to which transparency, accountability, regulatory effectiveness, ethical business conduct, institutional capacity, and political commitment enhance PPP outcomes. Based on the anticipated findings, the study will recommend strengthened governance and accountability mechanisms, sustained political commitment, enhanced ethical standards among private-sector partners, stronger PPP monitoring and performance indicators, and increased community participation. The study will contribute to sustainable development scholarship by providing a local-level perspective on PPP governance and practical strategies for improving infrastructure, employment, innovation, and economic productivity in Lagos Island.
