Strategic Human Resource Management and Sustainable Performance of ASN and P3K Teachers: An Integrative Systematic Review of Teacher Agility and Well-Being with Implications for Penajam Paser Utara, Indonesia
Abstract
Strategic human resource management (SHRM) in education increasingly extends beyond improving teachers’ immediate performance to supporting professional effectiveness, adaptability, and well-being. However, research on human resource management, teacher performance, learning agility, and teacher well-being remains largely fragmented. This systematic integrative review synthesizes recent evidence and explores an appropriate framework for ASN and P3K teachers in Penajam Paser Utara, Indonesia. An auditable multi-source strategy was used to identify open scholarly literature published from 2021 through August 2026. Records were assessed based on publication period, peer-reviewed status, open-access availability, population characteristics, methodological transparency, and relevance to strategic or sustainable HRM, teacher agility, well-being, and performance. The audit identified 24 unique records, with 14 undergoing full-text assessment and 11 primary empirical studies included in the substantive synthesis. Three systematic or meta-analytic studies were retained as secondary evidence. Findings indicate that strategic and sustainable HRM is associated with teacher well-being, adaptability, professional development, and performance outcomes. Learning agility is similarly associated with teachers’ capacity to respond to change, pursue lifelong learning, and maintain performance. Organizational resources, including leadership, technological support, professional development, recognition, and high-performance work systems, facilitate these capabilities. The review proposes an integrative SHRM–Teacher Agility–Well-Being–Sustainable Performance framework, with ASN and P3K employment arrangements considered contextual conditions requiring empirical validation. The framework emphasizes integrated workforce planning, adaptive professional development, well-being monitoring, and sustainable performance management.
