Abstract

This work proposes a conceptual framework that explores opportunities and metrological challenges emerging from digital transformation, aiming to strengthen the national quality infrastructure and promote a more accessible and inclusive metrology. The proposal presents a theoretical structure that highlights the role of metrology as a central element of the quality infrastructure and as an instrument of citizenship, especially in emerging economies. The system architecture is composed of five interconnected and complementary layers: (1) advanced physical measurement infrastructure, incorporating smart sensors and cyber-physical systems to ensure more flexible, faster, precise, and reliable measurements and measurement systems; (2) a blockchain-based connectivity platform to ensure metrological traceability and reliability through continuous and transparent outcomes; (3) an analytical layer integrating AI and machine learning for advanced processing and analysis of metrological data and predictive modeling; (4) a digital metrology services interface that democratizes access to information and services; and (5) a collaborative governance for harmonizing international standards and promoting technological equity. The framework comprises monitoring and calibration protocols for enabling technologies in contemporary industry, such as IoT sensors and additive manufacturing systems, while also establishing metrics to evaluate and certify sustainability and social inclusion aspects in Industry 5.0. The framework approach should be based on three pillars: the digitalization and democratization of metrology services to strengthen the quality infrastructure; the responsible acceleration of technology transfer through international collaborative platforms; and the support for a sustainable neo-industrialization, which enables social development and reduces inequalities. The proposed model establishes an integrated network among metrology institutes, industries, academia, and society, fostering citizen participation through accessible digital interfaces and metrological education programs. Expected outcomes encompass enhancements in industrial competitiveness, democratized access to high-quality metrology services, a reduction in technological inequalities, strengthened metrological awareness in consumption relationships, and the development of local technological capabilities aligned with the ambitious goals of the 2030 Agenda. This poster presents perspectives and encourages measures for implementing a framework that is particularly relevant for emerging economies like Brazil, where strengthening quality infrastructure and democratizing access to metrology can catalyze sustainable industrial and social development.
