Institutional aspects of the coordination of public-private partnership projects in The Agro-Industrial Complex
Abstract
The article examines the institutional aspects of the coordination of public-private partnership (PPP) projects in the agro-industrial complex. As a result of the systematization of modern research, the position is substantiated that the effectiveness of PPP in the agricultural sector is determined by the state of the institutional environment, the main function of which is to ensure the coordination of the interests of the state, agribusiness and farmers. The most significant institutional problems hindering the development of PPPs have been identified, namely the discrepancy between the time horizons of planning for the state and private business, as well as government authorities, as well as the asymmetry of information. Based on the provisions of modern institutional economic theory and the theory of innovation management, mechanisms for vertical coordination of public-private partnership projects in the agro-industrial complex are proposed. It is also proposed to develop a system for evaluating the effectiveness of projects and specialized institutions. Special attention is paid to concession agreements for land reclamation and logistics facilities, which are analyzed as hybrid institutional agreements that minimize transaction costs and ensure coordination of innovation in a strategic perspective. It is shown that the transformation of approaches to PPP in the agro-industrial complex requires a transition from a set of multidirectional projects to an integrated institutional model based on the principles of joint design, balanced risk allocation and the development of informal institutions and cooperation. The conclusion identifies areas for improving institutional coordination, including the adaptation of concession mechanisms and the formation of supranational mechanisms to support cooperation within the EAEU.
