ASSESSMENT OF THE DIGITAL TRANSFORMATION OF THE STRATEGIC PLANNING SYSTEM IN RUSSIA AT THE REGIONAL LEVEL

Abstract

This article examines the gap between the “formal” and “substantive”digitalization of strategic planning in the constituent entities of the Russian Federation. Using a combination of Rosstat data on the use of information and communications technologies, the Ministry of Digital Development, the Digital Russia Index, and a content analysis of regional strategy texts, a multidimensional clustering of 85 constituent entities of the Russian Federation is conducted. Hierarchical cluster analysis (Ward's method) and k-means are used to identify four typical models of the combination of digital transformation and strategic management quality. Using fixed-effects panel regression and data-environment analysis (DEA), the factors that contribute to the discrepancy between formally high digital maturity indicators and the actual quality of digital technology implementation in regional strategic management are identified. Key determinants of this gap are identified as a shortage of IT personnel, sectoral imbalances in digital transformation, low integration of digital solutions into the management cycle, and a gap between the declarative and operational components of strategies.
