METHODOLOGY OF INTEGRATED ASSESSMENT OF SUSTAINABLE BALANCED DEVELOPMENT OF THE REGION
Abstract
In the modern regional economy, the problem of assessing sustainable development is faced with the methodological limitations of traditional index approaches, which allow for a «compensatory» effect in which a crisis in one area is masked by growth in another and ignore the institutional factor as an efficiency multiplier. The article proposes a five-component system of indicators covering the economic, social, environmental, investment, innovation and institutional subsystems. The scientific novelty lies in the introduction of two end-to-end modulators into the architecture of the index: the balance coefficient (B_t), which penalizes structural imbalances, and the institutional quality coefficient (G_t), which reflects the system's ability to transform resources into results. A formalized algorithm for selecting indicators for small sample conditions based on Pearson correlation thresholds is proposed. The approbation of the methodology based on data from the Voronezh Region confirms its ability to identify hidden imbalances and form targeted priorities for regional policy.
