Abstract

Like most large cities, Surabaya experiences pressures due to its massive development. This pressure has resulted in environmental degradation. The concept of sustainable development is no longer merely an option but a necessity for metropolitan cities to maintain their environmental resilience. This research is crucial for assessing the principles and concepts of green infrastructure incorporated into the Surabaya City Spatial Plan. This research will identify barriers and opportunities for green infrastructure implementation based on existing spatial planning. This research will use a descriptive qualitative approach to describe and explain a phenomenon in depth based on facts without using numbers as an analytical tool. This study used gap analysis for its examination. Despite its outstanding quality, there are several key points that demonstrate Surabaya's application of green infrastructure principles. Surabaya's green infrastructure is not fully connected in terms of ecology. The multifunctional aspect also has limitations. Grey infrastructure and green infrastructure are often separated in Surabaya's spatial plans. Furthermore, there are discrepancies in the regulation and coordination of green infrastructure implementation in Surabaya. Based on the gap analysis above, we can divide it into three main causes: regulatory weaknesses, economic pressures and competition for land use, and institutional fragmentation.
