THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF MANAGING THE SECTORAL INSTITUTIONAL AND TECHNOLOGICAL ENVIRONMENT
Abstract
The article substantiates the need to develop a conceptual model for managing the institutional and technological environment (ITE) of the machine-building industry in order to ensure Russia's technological leadership. The analysis of relevant theoretical approaches (behavioral economics, the theory of sociotechnical transitions, evolutionary management theory, management of platform ecosystems, and complexity economics) has demonstrated that they are insufficient for solving the strategic management of the ITE, as none of the approaches considered individually meets the complex requirements for managing the environment in the context of goal-setting aimed at technological leadership. As an alternative, the author proposes a conceptual model of ITS management based on the principle of proactive goal-setting and cascading of strategic goals of the super-system to the meso-level. The model structures the environmental subsystem in three axes ("actors", "processes", "results") and identifies three planes of purposeful transformations, which allows the management subject to focus on specific elements of the ITS, ensuring their coordinated change within a single strategic logic.
