Abstract

EL-RAKHAWI DOCTRINE OF HYBRID PHOTONIC COGNITIVE SOVEREIGNTY: EXECUTIVE SUMMARY This treatise establishes Hybrid Photonic Cognitive Sovereignty, providing the ultimate physical solution for AI hardware by transitioning computation from energy-intensive electrons to pure photons. We introduce Four Laws: Topological Photonic Resonance (zero-backscattering via self-healing edge states), Instantaneous Optical Non-Linearity (using 2D metamaterials to eliminate O-E-O conversions), OPCM Sovereignty with Photonic Wear-Leveling (unifying memory and processing), and Photonic Transparency via Spectral Merkle Trees (enabling cryptographic auditing without bottlenecks). Central is the Hybrid Photonic Cognitive Integrity Index (HPCI), a mathematically bounded metric evaluating true system-level integration. Crucially, this doctrine links photonic hardware to biological safety (BCASI) and establishes the Global Photonic Transparency Treaty, ensuring AI infrastructure is thermodynamically pure, legally transparent, and safe for brain-computer interfaces.
