Abstract

Compulsory labor occupies a key position in the penal system, serving as a transitional stage from isolation to complete freedom. However, even after nearly a decade of implementation, this institution remains plagued by legal and organizational difficulties. The legal status of those sentenced to this type of punishment represents a complex set of restrictions and guarantees, the specific nature of which stems from the dual nature of the sentence: it is served in correctional facilities, but without isolation from society. The authors note that academic interest in this topic is driven by several factors. First, the Concept for the Penal System Development of the Russian Federation until 2030 sets the goal of increasing the number of those sentenced to forced labor, which requires a scientific understanding of the limits and risks of expanding its use. Second, problems with material, living, and medical care remain. As part of the study, the authors proposed expanding the range of tools in the electronic monitoring system for supervised individuals, as well as expanding the ability of those sentenced to forced labor to exercise their right to reside outside the correctional center.
