Impacts of Volcanic Disaster Management on Community Resilience in Small Island Regions: A Systematic Literature Review
Abstract
Volcanoes pose a critical threat to communities, especially those on small, isolated islands. This study investigates how volcanic disaster management contributes to community resilience. It includes a systematic literature review of ten studies. Thematic analysis was used to organize and summarize studies. The results show that disaster management plays a critical role in resilience in disaster-affected communities. The role of disaster management is mostly contextual and highly dependent on socio-cultural conditions, knowledge of the local community, and the complex interplay of multiple disaster scenarios of the small island. Evidence shows that bottom-up and community-focused programs have more effect in the context of multiple disaster scenarios compared to purely technical programs. Because the current state of evidence is limited and heterogeneous, it is not useful as a reference. This study prioritizes community and environmental relations. In small island regions, disaster management systems should be flexible and strive to adapt to the community’s needs and local conditions.
