E-Governance and Rural Development

Sep 2026 · International Journal of Research Publication and Reviews · 0 citations

Abstract

The increasing use of information and communication technologies (ICTs) has changed how the government organizes administrative procedures, communicates with its inhabitants, and provides public services. This shift is especially important for rural regions where development potential have historically been hampered by physical distance, institutional capacity limitations, poor infrastructure, and uneven access to information. As a result, e-government has become a significant part of modern rural governance and development rather than just a technology intervention. It can facilitate access to government information and services, strengthen administrative coordination, support rural development planning, improve transparency and create new opportunities for citizen participation. At the same time the benefits of digital governance are not automatically distributed across rural communities. Differences in connectivity, digital skills, socioeconomic conditions, institutional capacity and local participation can determine whether digital initiatives produce meaningful developmental outcomes. This review paper examines the changing concept of e-governance, the meaning and dimensions of rural development, and the relationship between e-governance and rural transformation. It further discusses the contribution of e-governance to local governance, rural development planning, citizen participation, institutional coordination and social inclusion. This review paper argues that e-governance can contribute substantially to rural development when technology is embedded within appropriate institutional, social and participatory arrangements.
