Abstract

Currently, the startup ecosystem and entrepreneurship have come to the limelight owing to increasing relevance for economies where traditional employment opportunities are limited. Startups are nowadays considered important determinants of job creation, innovation and economic diversification. Inter-reliant actors like mentors, investors, government agencies and educational institutions form dynamic networks enabling the creation and scaling of new ventures. While most academic research on startup ecosystems focuses on developed economies, there is a significant gap in understanding how such ecosystems function in emerging markets. Existing literature often overlooks institutional constraints, socio-cultural influences and regional heterogeneity in countries like Pakistan. This study focuses on Pakistan, where entrepreneurial activity is triggered by youth unemployment, limited access to conventional jobs, and rapid digitalization. Using a qualitative methodology involving case studies and interviews, it identifies success factors such as infrastructure, talent, supportive policy framework, access to finance and social networks, shaping entrepreneurial outcomes. The study provides actionable insights for ecosystem builders, educators and policymakers while also clarifying perceptions of how startup ecosystems contribute to inclusive economic growth in the context of digital and post-industrial shifts. The study found that despite limitations, Pakistan’s entrepreneurial and startup ecosystem holds necessary potential to initiate inclusive economic progression, stimulate growth through innovation, and encourage youth involvement. Through the collective effort of all stakeholders, not only can the structural foundations of the ecosystem be strengthened, but this coherence can also leverage the social capital of the country.
