Strategic Energy Security and Economic Growth: Financing Solutions for Critical Infrastructure, LNG Expansion, and the AI Economy

Abstract

Today's fast growing LNG infrastructure, data center with AI, nuclear and electricity networks are disrupting the energy financing landscape. This review looks at the changing nature of financing solutions to meet the increased electricity demand, energy security needs, infrastructure limitations and varying investment capabilities in different economies. Project finance, utility rate base financing, long term power purchase agreements, direct corporate investment and blended concessional finance are discussed for LNG, grid, AI, nuclear, emerging market and critical infrastructure applications. The analysis highlights a fundamental structural issue of increased global capital but limited supply of bankable, permitted, grid connected and construction ready projects. The surge of electricity consumption by AI has created a competitive environment for obtaining generation, transmission capacity, equipment, and capital for investment, leading to the direct involvement of hyperscale technology companies in electricity generation and infrastructure ownership. At the same time, emerging economies still have large financing gaps due to political, regulatory, currency, delivery and climatic risks. The review also takes into account the increasing convergence of energy security and cyber security, national security, and critical infrastructure resiliency. LNG market uncertainty, interconnection and permitting delays, lack of blended finance capabilities, cost allocation for AI related grid expansion, and a changing cybersecurity threat landscape are key challenges. More efficient government, utility, financial institution, technology provider, and development sector collaboration will be needed to translate existing resources into infrastructure outcomes.
