National resilience as a governance paradigm: essence and place in the system of state security
Abstract
The article substantiates the concept of national resilience as an emerging governance paradigm within Ukraine's state security system. Drawing on an analysis of NATO, EU, and International Organization for Standardization standards, as well as Ukrainian strategic documents, the study elucidates the distinctions between the traditional "security" paradigm and the dynamic paradigm of "resilience". The paper proposes institutional mechanisms for interagency coordination, algorithms for establishing unified situational awareness, and protocols for subsidiarity-based response and public-private partnership. It is demonstrated that resilience functions as an integrated framework for managing challenges and threats under conditions of hybrid warfare. The scientific novelty lies in the development of a matrix model for coordinating security actors that incorporates a network-centric approach into public administration. The practical significance is reflected in the applicability of the proposed mechanisms for assessing the resilience levels of public administration sectors, critical infrastructure, and cybersecurity.
