PRIORITY DIRECTIONS OF TRANSFORMATION OF THE REGIONAL ECONOMIC COMPLEX IN THE CONTEXT OF THE BIOECONOMIC PARADIGM
Abstract
This article analyzes the most pressing theoretical and applied issues affecting the transition of Russian regions to a bioeconomic development model. The objective of the study is to clarify the content and identify priorities for transforming the regional economic complex within the context of the bioeconomic paradigm as an integral technological platform for the new industrialization of Russia and its regions based on the principles of the harmonious coevolution of society and nature. The theoretical and methodological basis of the study is a critical analysis of the fundamental principles of the Western “green economy” model, as correlated with the requirements of national economic security. The thesis that a unified “all-Russian” framework that ignores the environmental and economic specifics of individual federal subjects can serve as the basis for the transition to a bioeconomic development model is questioned. A comprehensive analysis of environmental management and eco-oriented development issues in the South Ural region serves as the empirical basis for the study. A new category, “regional bioeconomic development model,” is proposed and its definition is provided, taking into account the specifics of the regional environmental, natural resource, and economic potential. The practical significance of this work lies in its formulation of concepts regarding priority areas for the bioeconomic transformation of the regional economic complex in the Chelyabinsk region. Practically oriented recommendations for achieving the regional goals set forth in the national project “Technological Support for the Bioeconomy” are substantiated.
