Proactive disaster management to reduce casualties

Abstract

Disasters continue to pose significant risks globally, highlighting the need for effective disaster management. This study explored the disaster management practices of the Barangay Kias Disaster Risk Reduction and Management Council (BDRRMC), with a focus on how seminars and training programs enhance members’ skills and community preparedness. Using a qualitative-descriptive research design, in-depth insights were gathered from five active BDRRMC members through validated Key Informant Interviews and thematic analysis. Findings revealed that Kias BDRRMC employs a proactive and comprehensive approach, including quarterly earthquake drills, regular training in Basic Life Support, Disaster Preparedness, and Fire Safety, as well as active use of social media for early warnings and resident engagement. Strong coordination with partner agencies ensures well-maintained evacuation areas and effective response. The council provides direct assistance to victims, including mental health support, and activates the Incident Command System during emergencies. Debriefings and written reports follow each event, fostering continuous improvement. Training participation increased members’ knowledge, confidence, and emergency response skills, resulting in better organized and more effective interventions. Challenges remain, such as limited equipment and volunteer numbers. Overall, the Kias BDRRMC’s collaborative, organized, and continually learning approach grounded in public governance, emergency management, and decision-making theories significantly enhances community safety and resilience. The study underscores the importance of ongoing training, inter-agency collaboration, and adaptive planning, offering a model that can benefit other communities facing similar hazards
