Abstract

Bidding and tendering constitute a core and critical component of the project management system. It directly governs project cost, construction quality, construction schedule, and contract performance, serving as a key area for risk prevention and control throughout the full project lifecycle. Currently, the bidding and tendering industry faces numerous challenges, including complex processes, diverse stakeholders, prominent market irregularities, and lagging manual supervision. Consequently, compliance risks, market risks, and management risks frequently occur, severely hindering the standardized implementation of projects. To address the pain points of traditional bidding and tendering—such as inaccurate risk identification, incomplete risk mitigation, and regulatory blind spots—digital and intelligent management models have gradually emerged as the mainstream trend in industry development. Based on project management theories, this paper systematically identifies various risk hazards throughout the entire bidding and tendering process, thoroughly analyzes the multiple causes of risk emergence, and innovatively integrates AI-powered intelligent technologies into all stages of bidding and tendering risk prevention and control. It constructs a full-cycle risk prevention and control system that combines traditional management with intelligent technologies, proposes targeted and implementable AI-empowered risk mitigation strategies, effectively compensates for the shortcomings of traditional manual risk control, and provides theoretical support and practical references for improving the quality and efficiency of project bidding and tendering management, avoiding various operational risks, and promoting the intelligent upgrading of the bidding and tendering field.
