Institutional factors in the development of the market of material and technical resources of the agro-industrial complex of Khatlon region of the Republic of Tajikistan: problems, constraints and improvement directions
Abstract
The article examines the institutional factors influencing the development of the market for material and technical resources in the agro-industrial complex of Khatlon Region, Republic of Tajikistan. The relevance of the study is determined by the increasing role of material and technical support in improving the efficiency of agricultural production, its modernization, and ensuring the sustainable development of the regional agricultural sector. Particular importance is attached to establishing an effective system for providing agricultural producers with modern machinery, equipment, financial resources, and technical services. The purpose of the study is to identify the main factors determining the functioning of the market for material and technical resources in the agro-industrial complex of Khatlon Region, assess existing problems, and substantiate directions for improving institutional mechanisms for providing agricultural producers with the necessary resources. The methodological framework is based on institutional economics, as well as systemic, statistical, comparative, and analytical methods. The information base includes official statistical data and the results of scientific research. The study establishes that market development is constrained by insufficient rates of renewal of the machinery and tractor fleet, the high cost of modern agricultural machinery, limited access to credit and leasing mechanisms, and inadequate service infrastructure. It is substantiated that improving market efficiency requires the development of the institutional environment. Promising directions include expanding leasing mechanisms, developing technical maintenance and repair services, promoting cooperation in the joint use of agricultural machinery, and improving interaction among agricultural market participants.
