State Resilience Analysis Using Intuitionistic Fuzzy Sets
Abstract
This study proposes and validates a comprehensive methodology for the multi-criteria assessment of national resilience. A comparative analysis of indicators for 22 countries was conducted, and the key determinants ensuring the resilience of state systems in modern conditions were identified using intuitionistic fuzzy set framework. Based on publicly available World Bank data, composite resilience indices were calculated for the following sectors: social and humanitarian, institutional and legal, financial and economic, technological and information, and defense and security. The proposed methodology encompasses several key stages, including the selection of relevant indicators, data collection and preprocessing, calculation of domain-specific and composite resilience indices, and the analysis and evaluation of vulnerable sectors of national resilience. The research results enable the assessment of state resilience levels, the identification of common trends and key differences between countries, and the tracking of the dynamics of socio-political, structural, and economic processes and their impact on a state's ability to withstand modern hybrid threats and challenges.
