Abstract

This article scientifically and empirically substantiates the directions for implementing an effective management mechanism based on transformational leadership in regional higher education institutions. The study utilizes data from a survey of 403 faculty members and managerial staff alongside econometric regression modeling. It was established that a statistically significant positive relationship exists between the Transformational Leadership Index (TYI) and Management Effectiveness (Y) (r = 0.639; β ≈ 0.61; p < 0.001). The paper proposes the 'Regional Transformational Management' (RTM) framework, a three-tiered financing structure, and the Regional HEI Management Effectiveness Index (MOBSI).
