Oppimisen ja koulunkäynnin tuen paikallinen järjestäminen viranhaltijoiden jäsentämänä
Abstract
The supply and practices of support in learning and school attendance between municipalities vary, because the support is constructed and understood differently. In this discursive study, we examined interpretation repertoires through which structures and practices are justified. The data consists of interviews of 13 officials responsible for local organization in different parts of Finland. We focused on rhetoric of the speech, and especially how interviewees legitimize the provision. According to the results, local provision of support is structured from the perspectives of individualism, economy, locality and sociality. The economic repertoire generally justified centralized support services by citing the lack of alternatives, while societal interests were cited to justify decentralized support services. However, the societal repertoire remained weak in relation to other repertoires.
