Fundamentals of Digital Transformation in Business

Abstract

In today's world, digital transformation has ceased to be a task of technological modernization and is increasingly becoming a factor determining the sustainability and manageability of organizations. Despite the active implementation of digital solutions, a significant number of projects fail to achieve the expected results, which is due not to technical limitations but to internal organizational and cognitive barriers. This paper highlights a key problem: the cognitive-temporal gap, which manifests itself in the discrepancy between the speed of technological change and an organization's ability to comprehend and practically master it. This gap is exacerbated by the fragmentation of interactions between functional units and differences in the operational logic of IT structures and business units. Based on an analysis of the implementation of digital solutions in a government technical institution, an organizational mechanism for integrating digital transformation and sustainable development has been developed. It is based on a cyclical management framework, stable cross-functional teams, and a built-in system for supporting staff cognitive adaptation. Test results show that the proposed approach reduces transaction costs, shortens administrative process processing times, and increases employee engagement in digital change. Furthermore, it demonstrates a shift toward a more sustainable organizational development model based on continuous learning and the coordination of management decisions.
