ANALYSIS OF SOCIO-ECONOMIC DEVELOPMENT AT THE LOCAL LEVEL OF THE NATIONAL ECONOMY OF UKRAINE

Abstract

The development of territorial communities in Ukraine is one of the key areas of current state policy, since it is at the local level that the prerequisites for ensuring sustainable socio-economic growth, improving the quality of life of the population and strengthening democratic institutions are formed. Current territorial communities operate in conditions of high uncertainty caused by military actions, demographic changes, migration processes, economic instability and the growth of interregional disparities. The article determines main indicators of socio-economic development of territorial communities in Ukraine: economic, financial, social, infrastructure, environmental, managerial. Effective socio-economic development at the local level of the national economy is an important prerequisite for ensuring national economic security and sustainable development of the state as a whole. It is at the community level that the basic conditions for the development of entrepreneurship, job creation, investment attraction, human capital development and improving the quality of life of the population are formed. The study emphasizes main problems of entrepreneurial activity, in particular in the small and medium-sized business sector. The current state of entrepreneurship development at the local level of the national economy, which is characterized by the negative dynamics of the Business Activity Index, is considered, and measures are proposed to address them. The main problems are indicated – institutional, personnel, financial and legal – that reduce the effectiveness of local government. Ways to solve problems and obstacles for modern socio-economic development at the local level of the national economy of Ukraine are proposed, in particular: legislative reform – simplifying the process of recalling local leaders by elected officials, subordinating internal audit to special independent community committees or external bodies, implementing automated systems for monitoring community procurement and budget expenditures.
