The EFFECT OF THE IMPLEMENTATION OF EDUCATION POLICY AND SCHOOL MANAGEMENT ON THE QUALITY OF EDUCATION SERVICES IN CIANJUR REGENCY
Abstract
The quality of regional education services is determined by the ability of policies to be translated into consistent actions and the ability of schools to manage resources to meet the needs of students. This study aims to analyze the influence of the implementation of education policies and school management on the quality of educational services in Cianjur Regency and formulate a mechanism for improvement. The research uses an explanatory qualitative approach through an integrative literature review and document analysis of regulations, official statistics, regional policies, and scientific literature. Data is analyzed using thematic coding, source triangulation, and cause-and-effect chain mapping. The results show that clarity of goals, communication, resources, coordination, discretion, and monitoring determine the quality of implementation. At the school level, leadership, data-driven planning, teacher management, learning, financing, facilities, student services, partnerships, and quality assurance translate policies into services. The influence of the two variables is complementary and mediated by the capacity of the implementer, the suitability of the policy with the context, and the continuity of support. Geographical conditions, access gaps, the need for disaster-safe education, and the restoration of facilities are important contexts in Cianjur. In conclusion, the quality improves when the local government connects policy design, implementation support, responsible school autonomy, and evaluation based on access, learning process, security, inclusivity, outcomes, and user experience.
