Strategi Actors dalam Pemberdayaan di Taman Bacaan Masyarakat PKBM Al Muttaqin Kabupaten Jember

Abstract

The Community Reading Garden (TBM) program implemented by PKBM Al Muttaqin Jember Regency is a non-formal educational facility to improve literacy and empower the community as a form of sustainability of the illiteracy program and also a solution to the low interest in reading and limited access to reading materials in the environment around Banjarsengon Village. TBM develops literacy services, tutoring, and mentoring which are analyzed using the ACTORS strategy (authority, confidence and competence, trust, opportunities, responsibilities, and support). The implementation of this strategy is expected to be able to build self-respect, self-confidence, and self-reliance of the learning community. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. Researchers selected PKBM Al Muttaqin using a purposive area technique. In this study, researchers used a purposive sampling technique to determine informants. Data analysis was carried out with an approach that includes data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the ACTORS strategy has been implemented in community empowerment through the Community Reading Garden (TBM) program at PKBM Al Muttaqin Jember Regency. The implementation of the ACTORS strategy can increase the participation, skills, and involvement of learners in TBM activities. Furthermore, the implementation of this strategy also produces empowering outcomes in the form of self-respect, self-confidence, and self-reliance, so that TBM serves not only as a literacy tool but also as an empowerment platform that encourages learners' independence.
