Ensuring food security and sovereignty of Russia: developing a mechanism for managing the agro-industrial complex and rural areas
Abstract
Introduction. In the face of current geopolitical challenges, ensuring food security and sovereignty has become a key priority for Russia. Goal. The study intends to develop theoretical and methodological foundations and practical mechanisms for managing the agro-industrial complex (AIC) and rural areas, as well as determination of strategic priorities for agricultural policy in order to achieve these goals. Materials and methods. The study is based on the use of monographic, abstract-logical, and economic-statistical methods within the framework of a systematic and structural-functional approach. The work was based on the analysis of scientific research, legislation, and open-source data. Results and discussion. The main results of the study are as follows: new tasks of agrarian policy have been identified and systematized in a changed foreign policy environment; the essence of the management system of the agro-industrial complex (agro-industrial complex) has been revealed through interrelated aspects: essential, functional, procedural and organizational; an algorithmic approach to the analysis of the sectoral structure of the management mechanism has been proposed, which covers the functional-target and organizational-developmental the components; the composition of the organizational and managerial mechanism, including managerial, organizational and production, economic and social elements, has been determined; a set of tools for the implementation of a strategic management mechanism has been developed, divided into three groups of methods: administrative, legal, economic and socio-psychological ones. Conclusion. Based on the results of the study, it can be concluded that the practical significance of the work lies in the possibility of implementing the proposed mechanisms and recommendations by government agencies to improve agricultural policy and strategic planning. This, in turn, will contribute to the sustainable growth and balanced development of the agro-industrial complex (AIC) and rural areas, increasing the competitiveness of agricultural products and improving the quality of life for the population.
