Systematization of the components of the digital transformation mechanism for managing national economic development

Abstract

The article examines the theoretical foundations for developing a digital transformation mechanism to manage national economic development. The article summarizes existing scholarly approaches to interpreting the concept of a “mechanism,” with particular attention to its systemic and process-oriented nature and its specific application in the context of digital transformation. The article analyzes contemporary approaches to defining and structuring digital transformation mechanisms at different levels of governance, enabling identification of differences in their structural composition, functional purpose, and logic of interaction. The concept of a “digital transformation mechanism for managing the development of the national economy” is refined with due regard to the systemic nature of digital transformation, its strategic orientation, and the interdependence of its components. The study supports systematizing the mechanism’s components by functional purpose. It proposes distinguishing institutional, organizational, financial and economic, technological, human resources, and analytical mechanisms. The study defines their functional purposes and complementary nature in implementing digital transformation processes. The effectiveness of the mechanism depends on the coherence of interaction among its components and their capacity to ensure the achievement of the strategic goals of national economic development. The importance of analytical support for monitoring, performance assessment, identifying deviations, and adjusting managerial decisions is emphasized, thereby creating a feedback loop within the digital transformation process. The proposed systematization provides a basis for further specifying the instrumental content of individual components of the mechanism, identifying their relationship with the strategic goals of digital transformation, and assessing the effectiveness of digital transformation processes.
