Economic Resilience of Agri-Food Systems Under Structural Transformations

Abstract

The article substantiates the theoretical and methodological foundations of the economic resilience of agri-food systems under conditions of accumulating military, economic, climatic, digital, logistical and market structural transformations. The essence of economic resilience is revealed as an integral property of an agri-food system, combining three interrelated components – robustness, adaptability and transformability. It is shown that the full-scale war, price and exchange-rate volatility, climate anomalies, digitalisation of management processes, the reorientation of logistics routes and the transformation of sales markets jointly shape a heterogeneous vulnerability profile of agri-food system entities in Ukraine. A methodological approach to assessing economic resilience is proposed, based on a system of production, financial-economic, market-logistical, institutional and ecological indicators integrated into an aggregate index. The structural segmentation of agri-food system entities (agroholdings, medium-sized agricultural enterprises, farm households, private smallholder farms and agricultural cooperatives) is substantiated, along with the need for a differentiated assessment of their resilience levels, given the significant asymmetry in access to financial, institutional and digital resources. The practical significance of the findings for shaping a differentiated state agrarian policy, building risk-management systems, and developing post-war recovery strategies for Ukraine's agri-food sector through 2030 is outlined.
