DIGITAL TRANSFORMATION OF STATE AND MUNICIPAL ADMINISTRATION AND THE DEVELOPMENT OF THE PUBLIC SERVICES ECOSYSTEM IN THE RUSSIAN FEDERATION
Abstract
The article examines the digital transformation of state and municipal administration in the Russian Federation through the development of the public services ecosystem. It traces the institutionalization of the digital contour of public administration from the launch of the Unified Public Services Portal in 2009 and the adoption of Federal Law No. 210-FZ to the national goal set by Presidential Decree No. 309 of 7 May 2024 and the national project «Data Economy and Digital Transformation of the State». Drawing on official data of the Ministry of Digital Development for 2020–2025, the paper analyses the dynamics of the audience and the volume of applications on the Gosuslugi portal; the number of users grew from 100 million in 2022 to 120 million by the end of 2025. The author calculates and interprets original indicators of citizens' daily digital involvement and of the intensity of portal use. The managerial phenomenon of regional management centres as a feedback channel with the municipal level is considered separately. Systemic constraints of digitalization are identified, and recommendations for improving regulatory and organizational support are formulated.
