Systematization of Factors of Innovative Potential of Regional Economic Systems: Exogenous and Endogenous Approaches
Abstract
This article conducted the systematization of the factors that determine the level of innovation potential in re-gional economic systems in the face of geopolitical turbulence and sanctional restrictions. A critical analysis of existing classifications of factors revealed their formal (descriptive) nature and the lack of approaches to as-sess their mutual influence. The study proposes the author’s classification that divides the factors into exoge-nous (macroeconomic, sanctions, and technological megatrends) and endogenous (resource, institutional, sociocultural, and infrastructural). It is substantiated that the level of innovation potential is determined not simply by the totality of a region’s available resources, but by the synergistic effect of their balanced use. Par-ticular attention is paid to “soft” factors that enable resource-constrained regions to achieve a “catching-up de-velopment” effect through the building in of an effective institutional environment and management practices.
